在实施以创新为核心的国家发展战略的背景下,俄罗斯涌现出一批致力于前沿科技研发及高科技产品的科技型初创企业。这些科技型初创企业发展的主要原因在于俄罗斯政府的作用:出台法律法规,鼓励科研单位和高校创办企业;搭建平台,推动重点领域科技研发;拓展资助渠道,为创新项目提供定制化金融服务;实施专项计划,重点支持应用研究的发展;启动知识产权私有化,推动智力成果的实际应用;等等。该类企业大多具有2个突出特点:在创始人或项目参与者中,年轻人比重较大;主要从事信息通讯、生物医药、节能和能源、航天技术等战略性技术领域的研发。通过研究俄罗斯科技型初创企业的发展原因及突出特点,对中俄在高技术和创新领域的合作提出了具体建议。

Are traditional industrial partnerships so strategic for research spin-off development? Some evidence from the Italian case

This paper aims to contribute to the literature on research spin-offs (SOs) and strategic alliances. The research SO phenomenon has attracted significant attention in recent years. Yet, research SOs might present a particular situation regarding their economic development. Therefore, the paper focuses on the relevance of traditional industrial partnerships and introduces a new and complementary approach for studying and analysing the role of alliances for this particular kind of firm. The results of a questionnaire investigation of Italian research SOs with and without a traditional industrial partner are investigated and supported by a linear regression model. Due to recent initiatives – a growing interest in the research SO phenomenon – and the increasing number of established research SOs, Italy is a suitable case study for such an investigation. Nonetheless, the results are generalizable beyond the Italian case. The findings demonstrate thought-provoking – and somehow unexpected – results regarding the role of traditional alliances in shaping the geographical and industrial environment as well as the performance, added value, age and production process of the company. This calls for a broader perspective regarding industrial partnerships and research SOs: it reflects new modes of relations for these particular firms in the form of business ecosystems, either they are physical or they are digital.

The idea of a collaborative competition - a case study

This paper examines the idea of an online collaborative competition for solutions to environmental and social problems. It asks three basic questions: What is a collaborative competition? In what sense are collaborative competitions collaborative? And in view of the social and environmental goals of the competitions, are they a contribution to sustainability practice? Prepared by a conceptual analysis, partly drawing on the arguments for extended peer review in post-normal science, and based on the in-depth analysis of one collaborative competition, it is argued that the idea of a collaborative competition is innovative and suggestive; however, in practice there is only weak evidence for collaboration - the competitive element clearly prevails. The innovation, in practice, is a new way of making visible and thereby promoting social and environmental ideas. There is some evidence for collaborative spirit, but there is only limited evidence that arguments for extended peer review apply. The design of the online collaborative competition might not promote collaboration as well as it could. Therefore, the paper ends with a discussion of possibilities for changing the design of the competition.     

中国政府科技投入变化态势及与经济增长的关系

全面剖析了1953—2014年中国政府科技投入的规模和强度的变化态势,系统分析了政府科技投入与经济增长的弹性系数的变化情况。通过回归分析和协整检验,分析了1953—2014年中国政府的科技投入与经济增长的相关性。结果表明:1953—2014年中国政府科技投入的规模和强度不断加大,政府科技投入对经济增长的平均贡献率达到13.2%;政府科技投入与GDP增长之间存在较强的正相关关系和长期动态均衡关系。指出:为实施创新驱动发展战略、实现建设创新型国家的宏伟目标,应稳定增加政府科技投入、优化科技投入结构、完善和创新科技投入管理体制机制。
